Made by Shunsuke Kitano, it was a means to stop the Black Mist. The plan was to put it int the Nexus and spread out the energy across the world. However Shinji discovered that it could rewind time and he could prevent all of the problems from happening in the first place. Shunsuke kept a backup in one of the abandoned houses in the Outskirts incase is Shinji managed to get all of it.
